Executive Director
Tim Salmons has been with Coalfield Community Action since June, 2000. He began as Director of Finance and Administration, and has served in a variety of positions including Interim Executive Director and Assistant Executive Director. Tim has served as Executive Director since the autumn of 2007.

Tim Salmons has been with Coalfield Community Action since June, 2000. He began as Director of Finance and Administration, and has served in a variety of positions including Interim Executive Director and Assistant Executive Director. Tim has served as Executive Director since the autumn of 2007.
Tim received a Bachelor’s of Business Administration degree from Pikeville College in 1993, with majors in both Accounting and Management. He became a Certified Public Accountant in February, 1997. From 1993 through 2000, Tim worked as an Accountant in the Coal Industry.
On behalf of Coalfield CAP, he has served on the Board of Directors for the WV Head Start Association, WV Community Action Partnership, WV Directors of Seniors & Community Services, Tug Valley Chamber of Commerce, Red Cross – Tug Valley Chapter, WVU Extension Office – Mingo County, Emergency Food & Shelter Program; as well as numerous other groups and committees.
Director of Children’s Programs
Karen Browning has been employed with Coalfield CAP, Inc., coordinating early childhood services for 3-4 year old children, since November 1983. She has worked in a variety of capacities with the Head Start Program that include: Classroom Teacher; Parent Involvement Coordinator; Education Specialist; Family

Karen Browning has been employed with Coalfield CAP, Inc., coordinating early childhood services for 3-4 year old children, since November 1983. She has worked in a variety of capacities with the Head Start Program that include: Classroom Teacher; Parent Involvement Coordinator; Education Specialist; Family Services Coordinator and Head Start Director. She has also worked with the Energy Express/Summer Food Service Program that provides literacy activities for children during the summer months as well as nutritionally sound meals.
Karen attended Berea College (Berea, KY), where she attained a Bachelor’s Associate degree in English, with focus coursework in Child Development, and subsequently earned a Master’s of Education in Counseling and Human Development degree from Lindsey Wilson College (Columbia, KY). She has earned a Child Development Specialist Certification (CDS), an LPCA (Licensed Professional Counseling Associate) and an NCC (National Certified Counselor) with the National Board of Certified Counselors. Karen’s community involvement includes being a member of the Rotary Club of Matewan; Boy Scouts of America Troop 3 Committee Member; and serving on the Board of Directors for the Matewan Historic Society, Depot Replica Museum and Magnolia Fair Board.
Karen’s current position with the agency is Director of Children’s Programs with the Head Start Program.

Before coming to Coalfield CAP, Inc., Lola was an Accountant at Southern West Virginia Community and Technical College, working closely with their Foundation. Lola Preece became the Director of Finance at Coalfield CAP, Inc. in January 2018. Before coming to Coalfield CAP, Inc., Lola was an Accountant at Southern West Virginia Community and Technical College, working closely with their Foundation. Prior work experience includes working as an Accountant for an area CPA firm and at a local bank.
Lola attended Marshall University and received her Bachelor of Business Administration degree in Accounting. While at Marshall, she also took several Integrated Science and Technology courses.
In addition, Lola has a background in community service including: President of the Logan Rotary Club, Board Member for the Salvation Army, and Secretary/Treasurer for the Laurel Lake Wildlife Management Area Foundation.
County Director - Mingo County
Donna Todd began working with Coalfield CAP, Inc. in August 1999. She works with the Head Start Program in Mingo County, providing comprehensive early childhood services for 3-4 year old children enrolled in the Head Start Program. She has worked in a variety of capacities with Coalfield CAP including: Day C

She has worked in a variety of capacities with Coalfield CAP including: Day Care Assistant Teacher; Family Service Worker; Disabilities/Mental Health Specialist; Family Services Coordinator and County Director.
Donna attended Morehead State University (Morehead, KY), where she attained a Bachelor’s Associate degree in University Studies, with focus coursework in Social Work, and subsequently earned a Master’s of Education in Counseling and Human Development degree from Lindsey Wilson College (Columbia, KY). County Director - McDowell County
Ida-Leah Wilson began here employment with Coalfield CAP, Inc., as a Family Services Manager in November 2007. She has worked in family services with the Head Start Program for the past ten years. Ida’s current position with the agency is McDowell County Head Start Director.

Ida-Leah attended Marshall University (Huntington, WV), where she attained a Bachelor degree in Social Work, and subsequently earned a Master’s of Education in Counseling and Human Development degree from Lindsey Wilson College (Columbia, KY). She is a Licensed Social Worker (LSW).
Director of Senior Services
Dalena Jewell has been with Coalfield Community Action Partnership since 1999. She began working as a Head Start Family Service Worker and served as Head Start Parent Involvement Coordinator as well as Senior Program Manager. Dalena has served as Director of Senior Services since October 2005.

Dalena attended Morehead State University (Morehead, KY), where she attained a Bachelor's of Arts degree in Sociology and Criminology with an emphasis in Social Work. She is also a WV SHIP counselor, which serves the aged and disabled population.
On behalf of Coalfield CAP, she has served with the WV Directors of Senior and Community Services, Tug Valley Chamber of Commerce, and Florida Council on Aging.
Director of Human Resources
Becky Blackburn began working with Coalfield CAP, Inc. in September 2007. She works with all of Coalfield CAP, Inc's programs. Becky's experience ranges from management in a technical support center to owning/operating her own business to working at a sister community action agency.

Becky attended Morehead State University (Morehead, KY), where she obtained a Bachelor’s degree in Business Administration, with a concentration in Accounting and a Master's degree in Business Administration. Becky is a GCDF (Global Career Development Facilitator).
Becky’s current position with the agency is Director of Human Resources.

Lesley Rosen began working with Coalfield CAP, Inc. in May of 2005. She began her career at Coalfield CAP, Inc., in the Accounting Department.
